Scope of RoHS 2
In the course of the RoHS 1 recast, Council and Parliament introduced an open scope and a new definition of a product’s dependency on electricity. Throughout the co-decision procedure, the Commission maintained the view that any scope changes would require a prior impact assessment. Therefore, the Commission launched an additional study immediately after the adoption of RoHS 2. The consultants‘ report and product factsheets for this first project contains recommendations on the scope review, including on issues regarding Article 2(2).
Based on the above study, the Commission launched two follow-up studies in the years 2013-2015 mainly to analyse various options for the adjustment of Article 2(2) and to further assess specific product groups. The report for the second study was published mid-2014 and the report for the third study in March 2015.
In the course of the above studies prepared for the Commission, a thorough stakeholders‘ consultation was organised, by means of online consultation, several workshops and targeted consultation of stakeholders. Specific webpages have been launched to facilitate exchange of information for the projects: stakeholders‘ consultation documents are available for the first and for the follow-up projects.
